Benning Park Supercenter opened its doors January 5, 2001 as part of the 1993 S.P.L.O.S.T. Sales Tax   The facility is designed for the recreational needs of Columbus's residents and visitors. On March 23, 2007 Benning Park Supercenter was renamed in horor of Councilor Frank D. Chester.

The Frank D. Chester Recreation Center is a 19,000 Square Feet Recreation Center that offers a diverse selection of classes for all ages ranging from arts and crafts to fitness and sports.  The center can also be rented for private parties, reunions, sport events or banquets.  Located in front of the building is a racquetball court, seven tennis courts, four softball fields and a football field.  Children enjoy the playgound equipment.

Also located in the Super Center is the South Columbus Senior Center and a mini-police station.
